  1. Usage: WALLOPS <message>
  2.   Sends a message to all operators currently on irc.  
  3.   This command has deteriorated to the point that it 
  4.   is no longer useful, and most OPERATORS have removed 
  5.   it from the server all together.  A classic example
  6.   of a good idea abused till it's worthless.
  7.
